About the SSAFPD Board

The Board of Directors consists of 5 board members serving two and four year terms. If you are interested in serving on the SSAFPD Board of Directors send your interest and background information to tiffanys@pcgi.com. Board meetings are held the third Monday of the month, January through November, and the second Monday in December at 5:00 p.m. These meetings are open to the public.

Randall Hannaway

President

Randall W. Hannaway is a partner of The Group Inc., Steamboat’s largest and most respected locally-owned real estate and  development firm. Randall fell in love with Steamboat Springs over thirty-seven years ago, when he stopped by on a motorcycle trip through the Rockies and decided to call it home. Having joined the SSAFPD board in 2017, Randall has a strong commitment to service. He is an honorably discharged veteran who has volunteered for various boards and non-profits over the past thirty years. Randall resides in Steamboat Springs with his wife Jane and their two children, John and Sarah. He enjoys spending time with his family and friends and has a passion for the backcountry, travel, history, flying, music, and technology.

Jason Miller

Vice President

Jason Miller moved to the Steamboat area in 2021 with his wife and two sons, fulfilling a long-term goal they set in 1999 to live in the beautiful Colorado mountains. After attending Clemson University to get his Computer Engineering degree Jason was an early employee at a biotech software company in Virginia. In 2007 he co-founded an aviation software company specializing in iPhone and iPad software for pilots. Since retiring from that job in 2021, Jason spends his time coding smaller projects, playing bass guitar, flying, biking, snowmobiling, hiking, snowshoeing, and skiing. He also co-founded a partnership that invests in other small software companies. Jason joined the SSAFPD board of directors in 2022.

Adonna Allen

Treasurer

A fourth generation Routt County resident, Adonna Allen has served as a SSAFPD Board Director since 2019 and is currently serving as the organization’s secretary.  She is the Market President for Alpine Bank in Routt and Summit County, where she has been an employee-owner since 1999.  She holds her Master of Science Degree in Agricultural Economics from the University of Wyoming.  Adonna is an active Board Director on the Colorado Cattlemen’s Agricultural Land Trust, UC Health Yampa Valley Community Health Fund, Routt County Jr. Livestock Sale and the Routt County 4-H Scholarship Foundation.  Adonna and her husband, Troy, own and operate their multi-generational cattle ranch on the Lower Elk River with their two children, Leah & Levi.

Steve Sehnert

Steve Sehnert

Director

Steve has been a full-time resident of Tree Haus Metro District in Routt County for 12 years, moving here from Denver where he had lived with his family since 1985.  Steve’s career has been in financial management and treasury positions mostly in the oil and gas business with Marathon Oil and Total Petroleum in Findlay, Ohio, Washington DC, and Denver.   He was also a consultant in a wide variety of other businesses including computer technology, plastics warehousing and distribution, CEO of a packaging and shipping franchise, and retired as CFO of a 100-person architecture firm in Denver.

In Steamboat Springs, Steve now serves on the UC Health Yampa Valley Medical Center Foundation board since 2014 and served as Board Chair for two years.  He was Club President for the Rotary Club of Steamboat Springs and was selected to be a District Governor for 55 Rotary clubs in Northern Colorado and the entire State of Wyoming.  He has served on various committees in the community to hire an Executive Director for the SSWSC, the selection of a location for the SS Police Department, and to recommend a location for the SS Fire Rescue station.

Steve has earned an MBA in Business Finance from the Wharton School of the University of Pennsylvania and a BA degree in Economics from the College of Wooster in Ohio.  He has been married to Carol for 55 years and has two children, Jeff, an internet development manager in Wisconsin and Laura, an Emergency Department Doctor and Chief Medical Officer for the UC Health Yampa Valley Medical Center in Steamboat Springs and has five grandchildren.

He has climbed 47 of the 14’ers in Colorado, ran 10K’s and Half Marathons, and cycled in 25 “Ride the Rockies” and similar week-long bike tours throughout the Western US and New Zealand.  In Steamboat he plays golf and has been a Ski Ambassador for the Steamboat Ski and Resort Corporation.

James M. De Francia

Director

Mr. DeFrancia is a Principal & Shareholder of Lowe Enterprises, Inc., a national real estate development company engaged in residential, commercial and resort development activities. He is also the President of Weston Capital Corporation, an affiliated, privately held firm engaged in real estate asset management, consulting, and development on behalf of private investors, banks, government agencies and insurance companies. Earlier, he held several positions with ITT Corp., including President of its Levitt home building subsidiary in Puerto Rico and later responsibility for the restructuring and sale of ITT/Levitt’s international land assets. Before joining ITT, he held executive positions with an international investment group in Venezuela. Prior to his private sector experience, Mr. DeFrancia served as an Officer in the U.S. Navy. Posts included Headquarters Support Activity, Saigon; Aide to the commanding Rear Admiral NSC San Diego; Office of the Chief of Naval Operations; and the U.S. Embassy, Caracas, Venezuela. Following an additional 20 years in the Naval Reserve he retired with the rank of Commander.

He has extensive experience in development of master planned communities nation-wide and internationally. More recently, he has been engaged in hotel and resort development in the Rocky Mountain region, including projects in Aspen, Gateway Canyon/Grand Junction, and Steamboat Springs. He also oversaw operations of hotel assets in Aspen/Snowmass in his capacity as the Receiver of some $500 million in real estate assets there, appointed by the District Court of Colorado. He further served by appointment of the British Court as the Receiver & Manager of Shanghai Links Executive Community Inc., a British company holding land use rights in China, where he was actively engaged in community development in Shanghai, including golf course development.

Mr. DeFrancia is a Life Trustee of the Urban Land Institute and a member of ULI’s Resort Development Council. He is a past Director of the National Association of Homebuilders, former Virginia representative to the Southern Growth Policies Board and former member of the Metropolitan Washington Airports Authority Board. He served as a member of a Defense Department Advisory Panel, appointed by the Secretary of Defense specifically to contribute residential development expertise in restructuring the housing systems of the Department of Defense. Mr. DeFrancia also served as a member of the Housing Advisory-Group to the Committee on Banking, Finance, and Urban Affairs (U.S. House of Representatives), and has been a guest lecturer/panelist for the Urban Land Institute; the Bank Lending Institute; the Lincoln Institute of Land Policy; the Graduate School of Design, Harvard University; George Mason University; and the George Washington University. He is fluent in Spanish and has lectured in that language.

He also served as an Advisor to the Secretary of the Navy on maritime strategy in the Western Pacific, as well as US Navy energy policy. Additionally, he has served as an advisor on growth and development policies to the Governments of Bermuda, Mexico, The Netherlands, the Philippines, the United Kingdom, the United Arab Emirates (Dubai), and Saudi Arabia, as well as The Vatican. He has similarly advised several US cities and the Port Authority of New York & New Jersey. In addition, he has been a contributing writer to publications on urban growth, transportation and real estate development.

Mr. DeFrancia is a graduate of the U.S. Naval Academy with a B.S. Degree in Engineering and has completed executive studies in business and finance at the University of Michigan and The Wharton School. He has also completed strategy, economics, and policy courses at the US Naval War College. He is a member of The Atlantic Council and the US Naval Institute, as well as The Union League Club in New York and the Army-Navy Country Club in Washington, DC.

Chuck Cerasoli

Fire Chief

Born and raised in a small town in Vermont before moving to Crested Butte, Colorado in 1990, Chief Chuck Cerasoli’s early adult life was spent skiing and recreating in the Colorado mountains and working in the residential construction industry.  Chuck moved to Steamboat Springs early in 2000 after a brief stint in Fort Collins while earning a Master’s degree in Construction Management.  Chuck started as a volunteer for the Steamboat Springs Fire Department in the fall of 2000 and quickly fell in love with the Fire and EMS service.  Over the years Chuck worked his way through ranks – Lieutenant, Captain, Deputy Fire Chief and became the Fire Chief in the fall of 2020 after a year of being the Interim Fire Chief.
